What's paying for decarbonization
- Elective pay rewired the economics of public solar. Since 2023, tax-exempt entities — school districts, cities, counties, transit agencies — can receive federal clean-energy tax credits as direct cash payments under the IRS elective pay provision, making credits "effectively refundable" for agencies that could never use a tax credit before. That single change turns marginal public solar and storage projects into funded ones — and it shows in this dataset: school districts are the largest buyer class by far (179 of 399), and the representative pipeline below includes a 56-site district solar expansion.
- SB 100 sets the destination. California's 100 Percent Clean Energy Act requires renewable and zero-carbon resources to supply 100% of retail electricity by 2045 — a mandate the CEC projects will require building clean-energy capacity on an unprecedented scale. Public agencies read that as a planning directive: campus master plans, central-plant electrification, and microgrid studies all trace back to it.
- Fleet electrification is regulation, not aspiration. CARB's Advanced Clean Fleets program pushes state and local government fleets to zero-emission vehicles as vehicles turn over — which drags charging infrastructure, electrical service upgrades, and solar+storage along with it. Santa Barbara County's fleet-electrification plan in the pipeline below is exactly that pattern.
- Every code cycle ratchets buildings toward electrification. California's Title 24 Building Energy Efficiency Standards update every three years, steadily raising the efficiency and electrification bar for public buildings — so LED retrofits, heat-pump conversions, and controls upgrades recur as standing capital work rather than one-off projects.
The buyer landscape
SymplSignal tracks 399 public buyers that procure energy, solar, or decarbonization work across the 7 counties of the Greater LA territory. This vertical's buyer base is school-heavy: districts alone are 179 of the 399 — add community colleges (17) and universities (13) and education owners are more than half the market. Municipal governments (52) and public works departments (43) carry most of the rest. Buyer depth is greatest in Los Angeles County (92) and San Bernardino County (75). Against those 30 sits exactly 1 live bid — the starkest ratio of any vertical we've studied in this territory: for every project on the bid board, thirty are moving toward it. Nearly half the early work is still at the early-signal stage (14) — sustainability plans, board directives, and master plans that name future construction — which is where relationships form years before an RFP. The early-stage map does not mirror the buyer map: Santa Barbara County ranks third for early-stage volume (5) despite the smallest buyer base (25). The monthly series is thin for this vertical, so the actionable signal is stage, not calendar.
