Three California programs behind the work
- CalSHAPE money is visibly working through this pipeline. The California Energy Commission's California Schools Healthy Air, Plumbing, and Efficiency Program funds HVAC assessment, maintenance, repair, and replacement in public schools — and it isn't an abstraction here: multiple early-stage projects in this dataset carry "CalSHAPE" in their titles, from district-wide controls upgrades to full ventilation replacements. When a state program pays for the assessment, the replacement project follows it into design and bid.
- The federal relief era ended — and pushed the remaining work into local capital plans. ESSER funded a wave of school HVAC and indoor-air-quality work; with obligation deadlines now passed, districts that assessed and prioritized under federal relief are moving the unfinished list into bonds and local budgets — exactly the funded-and-designing stage where projects surface in SymplSignal.
- Indoor air quality is a standing requirement, not a trend. EPA's Indoor Air Quality Tools for Schools guidance keeps ventilation performance on every facility director's list, and classroom IAQ scrutiny hasn't receded since the pandemic. Filter, controls, and ventilation upgrades recur on a cycle.
- Every code cycle pushes replacements toward heat pumps. California's Title 24 Building Energy Efficiency Standards update every three years, steadily raising the efficiency and electrification bar — so like-for-like RTU swaps increasingly become heat-pump conversions with controls scope, on school and municipal buildings alike.

School districts dominate — 290 of the 652, 44% of the market — followed by municipal governments (151) and public works departments (80). Buyer depth is greatest in Los Angeles County (161), with San Bernardino (80) and Orange (79) close behind. The pipeline
Of 188 tracked K-12 & municipal HVAC projects, 179 are active (anything not yet completed) and 73 are still ahead of the public bid board — funded, proposed, in design, or pre-bid, before a live solicitation posts. Against those 73 sit 6 live bids today. The mass of the early work is in pre-bid (21) and design-in-progress (19) — the highest-intent window before an RFP — with another 15 funding-approved: money in hand, design not yet underway.
The early-stage map does not mirror the buyer map: Riverside County ranks second for early-stage volume (11) despite ranking sixth for buyers, while Orange County — third in buyers (79) — shows just one mapped early-stage project right now.
On timing: activity has built steadily through 2026 — monthly project counts rose from 3 in January to 7 in each of May and June, the two largest months in the dataset. Most early-stage work does not yet carry a firm public date, so treat the calendar read as directional; the actionable signal is stage.
