What drives Southern California sitework
- SB 1 keeps a permanent floor under local paving programs. California's Road Repair and Accountability Act (SB 1) dedicates approximately $1.5 billion per year in formula revenues to cities and counties through the Local Streets and Roads Program — stable, ongoing money that every one of the metro's municipal and county governments (196 of the 828 buyers here) turns into annual paving, rehabilitation, and reconstruction packages. Formula money doesn't pause with the economy; it resurfaces as a new bid cycle every year.
- Voter-mandated stormwater money is converting into drainage projects. LA County's Safe Clean Water Program (Measure W, approved 2018) taxes impervious area specifically to fund stormwater capture and drainage infrastructure — with over $513 million allocated to regional initiatives so far. Layered under it, every urbanized municipality in the region operates under EPA's MS4 stormwater permit program, which obligates drainage maintenance and improvement on a permit cycle whether budgets are tight or not. Basin, culvert, and green-infrastructure work recurs by mandate.
- Accessibility obligations generate paving work continuously. Public entities must keep facilities and rights-of-way accessible under the Americans with Disabilities Act — curb ramps, parking lots, and route-of-travel corrections show up as standing line items in Southern California municipal capital programs, not one-time projects.
- Schools and parks are a quiet volume driver. School districts are the single largest buyer class in this dataset (230 of 828), and parks & recreation agencies are third (93). Campus site improvements, play courts, parking and drainage packages, and park renovation phases carry heavy sitework scope that never reads as "roads" money — two of the representative early-stage projects below are exactly that profile.

The pipeline

Only 32 projects are live bids right now — against 188 approaching the bid board. A contractor whose pipeline starts at the bid listing is seeing roughly one project for every six in motion. The mass of the early work sits in pre-bid (80) and design-in-progress (51) — the highest-intent window before an RFP — with another 30 funding-approved: money in hand, design not yet underway.
The early-stage map does not mirror the buyer map: Ventura County ranks third for early-stage volume (26) despite ranking fifth for buyers, and Riverside County (28) nearly matches LA County (36).
Activity has accelerated sharply through 2026 — the first half of this year accounts for the largest monthly clusters in the dataset, peaking in June 2026 with 29 tracked projects added, on a rising curve since January. Most early-stage work does not yet carry a firm public date, so the actionable signal is stage, not calendar.
