Silica dust toolbox talk
Cutting, grinding, or drilling concrete, masonry, or stone releases respirable crystalline silica — dust fine enough to scar lung tissue permanently. OSHA 1926.1153 sets the permissible exposure limit at 50 micrograms per cubic meter (8-hour average) and its Table 1 lists task-by-task controls, mostly water delivery or vacuum dust collection, that keep common tasks compliant.
Where does silica exposure actually happen?
Anywhere a tool meets concrete, brick, block, mortar, tile, or stone: chop-saw cuts, tuckpoint grinding, core drilling, jackhammering, dry sweeping the slab afterward. The visible cloud is the least of it — respirable particles are far too small to see, and the lung damage (silicosis) is permanent and shows up years later.
Talking points
- The standard is 29 CFR 1926.1153, and the exposure limit is 50 µg/m³ averaged over 8 hours — a quantity you cannot judge by eye. That’s why the controls are prescriptive.
- Table 1 of the standard lists common tasks — masonry saws, handheld grinders, drills, jackhammers — with the exact control that makes the task compliant: integrated water delivery or a shroud with vacuum dust collection, and in some cases a respirator on top.
- Follow Table 1 fully and exposure monitoring isn’t required for that task. Skip the water because the hose is a hassle and you’re out of compliance and breathing dust.
- Dry cutting indoors is the worst common case. Enclosed spaces concentrate dust — Table 1 tightens requirements for indoor work, including respiratory protection for several tasks.
- No dry sweeping slab dust. Use a HEPA vacuum or wet methods for cleanup — sweeping re-suspends everything the saw put on the floor.
- Employers running Table 1 tasks still need a written exposure control plan and a designated competent person to implement it — if you haven’t seen this site’s plan, ask for it.
The one-question test
Before any cut into concrete or masonry today: where is the water or the vacuum? If the answer is “we’ll just do it quick,” the task isn’t ready to start.
