Trenching and excavation toolbox talk
A cubic yard of soil weighs about as much as a small car, and a trench wall fails without warning. OSHA 1926.652 requires a protective system — sloping, shoring, or a trench box — in excavations 5 feet or deeper, and 1926.651(c)(2) requires a ladder or other exit within 25 feet of lateral travel for workers in trenches 4 feet or deeper.
Three numbers to memorize
5 feet: at this depth a protective system is required unless the excavation is entirely in stable rock (1926.652(a)(1)). 4 feet: at this depth trenches need a ladder, steps, or ramp for exit (1926.651(c)(2)). 25 feet: the maximum lateral travel to that exit.
Talking points
- Protective systems are sloping/benching, shoring, or shielding (trench box). The competent person picks the system based on soil type — workers don’t improvise it.
- Below 5 feet isn’t automatically safe: the exemption in 1926.652(a)(1)(ii) applies only when a competent person has examined the ground and found no indication of potential cave-in.
- A trench box protects the space inside it. Working outside the box, or in the unprotected zone while the box gets repositioned, is working in an unprotected trench.
- Keep spoil piles, materials, and equipment back from the edge — falling spoil and edge loading are how “stable” trenches fail. The competent person sets the setback.
- Water changes everything. Rain overnight, water seeping into the cut, or a vibrating compactor nearby means re-inspection before anyone re-enters.
- The competent person inspects daily and as conditions change (1926.651(k)). If you don’t know who today’s competent person is, that’s the first discussion question.
When would you refuse to enter?
Give the crew explicit permission to answer this out loud: no visible protective system at depth, no ladder in reach, tension cracks along the edge, water in the cut, or spoil dumped at the lip. Naming the refusal conditions in the meeting makes them usable on the day it matters.

Ask these out loud and wait for real answers — the discussion is the part of the talk crews remember.
- Who is the designated competent person for this excavation, and when was the last documented inspection?
- Where is the nearest exit ladder from where you’ll be standing today — is it within 25 feet?
- What changed since yesterday — weather, adjacent traffic, new spoil — that should trigger a re-inspection?
- Would anyone here feel comfortable stopping the crew from entering? What would you say?
Sign-in sheet
Sign-in happens at the trench, not the trailer: name, date, topic “Trenching and excavation.” Keep the sheet with the daily excavation inspection record — reviewers ask for them together.
