Lockout/tagout toolbox talk
Lockout/tagout is the discipline of making stored energy stay put while you work on it. In construction, OSHA 1926.417 requires that circuits being worked on be deenergized and tagged, and controls to be deactivated during repair get rendered inoperable or tagged. The rule that saves lives is the last step: verify — test the circuit dead yourself before you touch it.
Picture the ordinary version, because it never looks dramatic: an electrician opens a panel someone swore was dead. A mechanic reaches into a conveyor while a helper three rooms away resets the breaker that “tripped for no reason.” Nobody in those stories intended harm — the system just had more energy paths and more people than anyone was tracking.
The sequence, every time
- Identify every energy source feeding the work: electrical, hydraulic, pneumatic, gravity (raised beds, blades, counterweights), springs, and stored pressure.
- Deenergize and deactivate. Open the disconnect, close the valves, block or release what gravity and springs are holding.
- Lock and tag it with YOUR device. Under 1926.417, circuits being worked on get tagged; controls deactivated for repair get rendered inoperable or tagged. A tag carries your name — it tells everyone who to find before anything gets re-energized.
- Dissipate stored energy: bleed pressure, discharge capacitors, let rotation stop, block raised components.
- Verify. Try the start button. Test the circuit with a meter you tested first. This step catches the mislabeled panel, and mislabeled panels are common.
One lock per person
Everyone exposed to the hazard puts their own lock or tag on. Removing someone else’s device is never acceptable — not for schedule, not for a foreman, not because “he went home.” There is a formal supervised process for an abandoned lock; use it.
Renovation work deserves a special mention: existing buildings hide feeds nobody drew on the as-builts. Treat every circuit as live until your own meter says otherwise (1926.416 requires protecting employees from contact with energized circuits in work areas).
